Ministr pro místní rozvoj Jiří Čunek se dnes setkal s Eurokomisařkou pro regionální rozvoj, paní Danutou Hübner, v rámci její oficiální návštěvy v Praze při příležitosti zahájení Českého předsednictví Evropské unii.
Vicepremiér Jiří Čunek hovořil s paní komisařkou o úspěšné realizací
operačních programů v rámci čerpání fondů Evropské unie, prioritách Ministerstva
v rámci předsednictví a krocích k oživení evropské ekonomiky v době
finanční krize.
Finanční krize aktuálně určila, že Česká republika bude především prosazovat v rámci
aktivit předsednictví zavádění opatření, která by měla vést k oživení evropské
ekonomiky a na nichž se shodli představitelé států na summitu EU dne 12.12.2008
v Bruselu. V oblasti kompetencí MMR se jedná o tzv. „recovery package"
(„ozdravný balíček") spočívající v novelizaci tří nařízení upravujících
podmínky čerpání strukturálních fondů.
„Cílem je urychlení čerpání prostředků a rozšíření okruhu uznatelných
nákladů o investice do zateplování bytového fondu. ČR bude vést za Radu jednání
s Evropským parlamentem tak, aby se podařilo dosáhnout co nejdříve dohody a
změny vstoupily v platnost," řekl ministr Čunek.
Pan ministr Čunek poděkoval Evropské komisi za možnost prodloužení čerpání evropských
fondů za předchozí programové období a velmi ocenil rychlou a flexibilní reakci
na světovou ekonomickou krizi, která se již nepříznivě projevuje i v České
republice. V ČR bylo k 30. 11. 2008 z celkové alokace strukturálních fondů
na programové období 2004-2006, která činí 1, 671 mld. €, již certifikováno
1, 314 mld. €. Po přičtení částky, která je připravena k certifikaci
je to 1, 481 mld. €, což představuje 88,6 % celkové alokace na všechny
OP, JPD a iniciativy. Prodloužení způsobilosti výdajů by mělo napomoci k vyčerpání
celé alokované částky.
Paní komisařka vyjádřila spokojenost s realizací operačních programů a označila
čerpání fondů Evropské unie v České republice za úspěšné.
Minister Čunek met with Commissioner for Regional Policy Danuta Hübner
Minister for Regional Development Jiří Čunek met today with the European Commissioner
for Regional Policy, Dana Hübner, as a part of her official visit to
Prague on the occasion of the launch of Czech Presidency of
the European Union.
Deputy Prime Minister Jiří Čunek spoke with the Commissioner about the successful
realisation of operational programmes with respect to utilising EU funds , the priorities
of the Ministry during the Presidency and steps to be taken in order to revive the
European economy in these times of financial crisis.
The financial crisis has relevantly determined that the Czech Republic, within the
framework of the activities of the Presidency, will implement measures which should
lead to a revitalisation of the European economy and which were agreed upon by the
representatives of the Member States at the EU Summit on 12 December 2008 in Brussels.
Within the competences of the Ministry for Regional Development this falls within
the so-called ‘recovery package' that consists of amendments of three provisions
stipulating the conditions for utilising the structural funds.
"The objective is to expedite the drawing of the funds and extend the
limits of admissible costs to include investments in insulation of residential property.
The Czech Republic will negotiate with the European Parliament, on behalf of the
European Council, so that an agreement may be reached as soon as possible and the
changes may become effective," said Minister Čunek.
Minister Čunek thanked the European Commission for the possibility of an extension
and was very appreciative of the expedite and flexible reaction to the world economic
crisis that has already negatively affected also the Czech Republic. As of 30 November
the Czech Republic has already had 1, 314 billion € from the structural
funds approved for the programme period of 2004 - 2006 that has a total allocation
of 1, 671 billion €. After adding the sum that is prepared for approval
the final sum is 1, 481 billion € which represents 88,6 % of the
total allocation for all operational programmes and single programming documents
and initiatives. The extension of the eligibility of expenses should aid the utilisation
of the total allocated sum.
The Commissioner expressed her satisfaction with the realisation of the operational
programmes and described the utilisation of EU funds in the Czech Republic as very
successful.
